Project Description
The U.S. Economic Development Administration’s special program entitled Build Back Better Regional Challenge conducted a national solicitation of 60 selected entities to compete for 20 major grant awards. A Coalition lead by Osceola County which included the Orlando Economic Partnership, the University of Central Florida, Bridging the Innovation Development Gap (BRIDG) and many technology partners, came together to submit a joint application.
The Coalition had a vision to advance and accelerate existing investments in semiconductor research, development, and manufacturing at Osceola County’s NeoCity Campus, to contribute to the nation’s semiconductor on-shoring, reversing socio-economic inequities in the region, thereby establishing Central Florida as a regional semiconductor hub. Langton Consulting advised and supported the Coalition in preparing and submitting this winning proposal consisting of six (6) separate grant applications.

NeoCity Overhead to Underground Utility Line

Project Description
Kissimmee Utility Authority (KUA) partnered with Osceola County Board of County Commissioners to fund the construction of two new 69/230kV hybrid underground transmission circuits to replace segments of their existing 69kV overhead transmission line in NeoCity. This new 2,800 linear feet of underground transmission line will make the power supply more reliable and resilient to future natural disasters, particularly hurricanes that frequent the region. Langton Consulting provided grant development and technical assistance services towards the submission of this project.

NeoCity Semiconductor Innovation Engine

Project Description
Led by BRIDG, a public-private partnership nonprofit organization, with collaboration and support of Osceola County, this proposal will catalyze and foster the semiconductor ecosystem that is developing in Osceola County. The NeoCity Semiconductor Technology Accelerator’s purpose is to create a new model of innovation that will integrate and accelerate semiconductor research, development, industry application, workforce development, and manufacturing capabilities through active collaboration to contribute to the nation’s semiconductor onshoring, reversing socio-economic inequities in the region, and establish central Florida as a regional semiconductor ecosystem. The Engine included eight (8) partner organizations as subrecipients and program aspects that supported industry, education and workforce development, research and development, and economic development. The initial proposal was developed for $14.9 million over two years with potential for a $160 million over ten years. Langton Consulting advised and supported program design and development, coordinated partner contributions, and prepared the proposal and supporting documentation for submission.

Advanced Packaging Infrastructure Enablement

Project Description
BRIDG, a public-private partnership organization, with Osceola County and SkyWater Florida proposed to stand up several phases of advanced packaging manufacturing capability of semiconductors to support the domestic availability and reshoring of advanced packaging of semiconductors at the Center for Neovation, located at the NeoCity technology campus. The proposal requested an investment of funding to stand up the equipment and processes for wafer preparation techniques, III/V interposers, and fan-out wafer-level packaging in a variety of materials also with the process design kits (PDKs). This proposed work will support the U.S. Commercial/Industrial Base (CIB). Langton Consulting provided technical assistance, team coordination, proposal preparation, and editing.
